Road Works Warning (RWW)
Road Works Warning provides in-vehicle information and warnings about road works, changes to the road layout, and applicable driving regulations. Road works usually affect the road layout and driving regulations. Despite dedicated signage prior to road work zones, such changed conditions frequently come as a surprise to vehicle drivers. This may lead to increased risk and sometimes even accidents, both for road users and workers. The objective of the services is to achieve more attentive driving while approaching and passing a work zone by providing in-vehicle information and warnings about road works, changes to the road layout and applicable driving regulations.
Participating actors in Road Works Warning include vehicle drivers who receive road works location information on the in-vehicle display or smartphone, road operator who may signal the existence of a road works location, and service providers who disseminate the road works location information to vehicle drivers.
The main objective of Road Works Warning is to improve road safety. The service aims to reduce the number of collisions with safety-objects near road works and to increase the safety of road work workers.

Taking into account various stakeholders’ views, a list of business model blueprints that address current or future challenges of urban areas, together with their operating and value-capture scenarios depicting the inner-workings of the business models, and the exchange of costs-benefits among stakeholders, have been created for the Road Works Warning service.

Architecture
ITS-G5
In case of ITS-G5 communication technology, a Roadside ITS station or a Roadworks vehicle shall send Cooperative Awareness Messages (CAM) periodically, while the service shall send Decentralized Environmental Notification Messages (DENM) to vehicles near and/or inside the roadworks relevance area. A visual interface in personal information users’ devices (smartphones, tablets) should show the information to the driver.
Cellular
In case of cellular communications a Traffic Management System sends a road work update directly to the back-office system of the Service Provider. The Service Provider forwards this update to the back-office system of a Communication Provider, in order to disseminate the message to personal information devices. The difference in information flow in the case of ITS-G5 communications is that the Communication Provider forwards the road work update to Roadside Units (RSUs) in the vicinity to disseminate the message to OBUs that have subscribed to the service.

Within the C-MobILE project the Road Works Warning service is implemented in all eight Deployment Sites: Barcelona, Bilbao, Bordeaux, Copenhagen, Newcastle, North Brabant, Thessaloniki, and Vigo.

Barcelona
In Barcelona the Road Works Warning service is implemented using cellular communication technology. This service covers the entire city, including its main access roads, and informs road users about both short and long-term roadworks. Applus IDIADA is the service provider receiving the information from the mobility databases of the City Council, the Servei Català de Trànsit and RACC, and providing that to the road users through an App.

In Bilbao the Road Works Warning service is implemented using cellular communication technology. The service is available in the urban road network. CEIT is the service provider cooperating with Bilbao OpenData Platform and Traffic Management Centre for road works data provisioning. NeoGLS is the App provider for this service providing users with real time information.

Copenhagen
In Copenhagen the Road Works Warning service is implemented using cellular communication technology. The service covers the entire city road network. Road works data are provided by road works contractors and operators to the city’s open database, primarily for the purpose of authority approval. From this database information is acquired and published by the local Geo-Messaging server according to the appropriate standards to allow service providers and App developers to provide the information to their users.

In North Brabant the Road Works Warning service is implemented using both cellular and ITS-G5 communication technologies. This service is currently tested on the highway.

Thessaloniki
In Thessaloniki the Road Works Warning service is based on cellular communication technology. The service covers a wide area of the city road network including urban and inter-urban areas. The service provider, the Hellenic Institute of Transport (CERTH-HIT), cooperates with the Traffic Management Centre of Thessaloniki (by the Region of Central Macedonia) for road works data exchange and information provision to drivers through the CERTH-HIT App (cmobile.imet.gr).

In Vigo the Road Works Warning service is implemented using cellular communication technology. This service provides information related to existing road works in a wide area of the city road network including urban and inter-urban areas, the latter belonging to the corridor SISCOGA4CCAM.
CTAG is the service provider managing traffic information gathered from the Traffic Management Centre of Vigo and the Spanish Traffic Directorate (DGT) and distributing it in real time to drivers through CTAG GeoServer using the local App.
